(1) The Commission shall advise on the general principles to be followed for promotion to posts in security agencies and other federal government services.
(2) The Commission shall give advice on the general principles to be adopted while enacting laws relating to the conditions of service of the employees of any organized organization, while promoting such service posts and taking departmental action against the employees.
(3) For the purpose of providing consultation in accordance with sub-section (1) or (2), the Commission may determine the general principle to be applied equally or separately according to the nature of the services of the concerned bodies and employees.
(4) According to sub-section (3), the general principles determined by the Commission shall be made public.
